Paperwork Requirements for SNAP
Implementation Begins November 1, 2025
Most adults up to age 64 will now have to fill out paperwork showing they are working, volunteering, or participating in a work training program for at least 80 hours a month. Veterans, unhoused people, and former foster youth will now also be subject to these policies. Families with children under 14, pregnant individuals, and people with disabilities who are unable to work are exempt.
Individuals who are newly subject to these expanded SNAP paperwork requirements must be able to demonstrate compliance by December 1st. You will be contacted by the NYC Human Resources Administration (HRA) if you are subject to these requirements. If you are not contacted, you are not required to comply with these expanded work requirements and should follow the standard SNAP processes.
Changes to SNAP Eligibility
Takes Effect Immediately. However, New York State is awaiting federal guidance before implementation.
This bill bars most legally present immigrants who are NOT lawful permanent residents, meaning refugees, asylees, and others may no longer be eligible for SNAP.
